The Aegis Accountability Act
Official Legislative Text as Authored by Alfonso Alberto Ramos
Section 1: Preamble & Purpose
To provide law enforcement with critical tools to investigate gun-related crimes, to deter the illegal use of ammunition, and to enhance the safety of all communities, while protecting the rights of law-abiding citizens, by establishing a national system for ammunition accountability.
Section 2: Manufacturing Requirements
(a) Serial Number Mandate: All ammunition manufactured, imported, or sold within the United States must feature a unique serial number micro-engraved on the base of each individual projectile.
(b) Pre-Casing Application: Said serial number must be applied before the projectile is assembled into a gunpowder-filled casing to ensure authenticity and integrity.
(c) Compliance Timeline: Manufacturers will have 18 months from the date of enactment to fully comply with these standards.
Section 3: Retail & Sale Requirements
(a) Point-of-Sale Scan: Licensed ammunition retailers must scan the unique identifier of each ammunition box at the time of purchase.
(b) Purchaser Verification: The transaction record, linking the box serial numbers to the purchaser's verified identification, must be transmitted to the secure National Ammunition Database.
Section 4: Database & Law Enforcement Access
(a) Secure Database: A national, encrypted database, managed by a designated federal agency, will house all transaction records. This database shall not constitute a gun registry.
(b) Access Protocol: Access to the database is strictly limited to verified law enforcement personnel investigating a specific crime where a projectile serial number has been recovered.
(c) Privacy Protections: All queries are logged and audited. Misuse of the database will result in severe criminal penalties.
